What is Community Health Assist Scheme (CHAS)?

Set up in 2000 by the Ministry of Health (MOH), the Community Health Assist Scheme (CHAS) is designed to provide Singaporean Citizens subsidies for medical and dental care at participating clinics. This initiative ensures that healthcare remains accessible and affordable for all, including the Pioneer Generation (PG) and Merdeka Generation (MG).

CHAS aligns with the Chronic Disease Management Programme (CDMP) for those managing chronic conditions, allowing the use of your MediSave for outpatient treatment related to these conditions covered under CHAS. This integration covers part of the treatment costs using your MediSave.

Additional healthcare services, such as Diabetic Foot Screening (DFS), Diabetic Retinal Photography (DRP), and nurse counselling, are also available at subsidised rates when seeking treatment for chronic conditions at CHAS GP clinics, Community Health Centres (CHCs), and Primary Care Network (PCN) clinics. Discussing likely fees with your doctor or dentist before consultation is essential, as costs may vary based on your specific condition. Detailed information on CHAS subsidy rates can be found here.

How does Community Health Assist Scheme (CHAS) work?

All Singaporeans qualify for CHAS benefits. These benefits are tiered according to your household’s monthly income per person or the Annual Value (AV) of your home (outlined in the table below). This approach ensures the level of assistance provided aligns with your specific financial needs.

Although all Singaporeans are eligible for CHAS, your household(s) must submit an application. However, Singaporeans with a Public Assistance (PA) card are exempted from applying as they already receive full CHAS subsidies.

You can calculate your household monthly income per person here.

After applying, your application should be processed within 15 working days. Successful applicants will receive a valid 2-year period CHAS card and a welcome pack.
